MJIEL Deputy Editor-in-Chief
Dr. Xuan Gao was appointed as the Deputy Editor-in-Chief of the MJIEL in 2011. He specialises in public international law, international economic law and international institutional law.
Xuan is currently principal ethics officer at the Asian Infrastructure Investment Bank (AIIB) in Beijing. Prior to that, he served the legal functions of a number of international organizations including the Food and Agriculture Organization of the United Nations from 2022 to 2024 (lead lawyer, general legal affairs), AIIB from 2016 to 2022 (chief counsel, institutional & administrative affairs) and the International Fund for Agricultural Development from 2010 to 2016 (legal counsel). Xuan worked in China between 1999 and 2005, first with the central bank and then in the private sector. He also briefly served the Office of Legal Affairs of the International Criminal Police Organization and the Office of the General Counsel of the European Bank for Reconstruction and Development.
Xuan has published some twenty books and articles on various international law topics with Oxford, Brill Nijhoff and Kluwer. He has held guest and visiting professorships and given lectures including at the University of Tokyo, Harvard University, Loyola University, Chicago, Peking University and China University of Political Science and Law.He received his PhD and LLM from the University of Manchester, MSt from the University of Oxford, and LLB from China University of Political Science and Law.
