Co-Financing among Multilateral Development Banks of Major Infrastructure Projects

Introduction
Emerging markets continue to be in the need of substantial investment in infrastructure. The Asian Development Bank assessed the gap in infrastructure funding in 2017 through to 2030 at USD 26 trillion.1 Given the typically large size of major infrastructure projects and the substantial risks involved, challenges often exist in securing financing in equally large amounts. This is particularly true in emerging and developing countries and those where the political risks associated with cross-border investment are high.
