Abstract: On April 30, 2009, the United States Trade Representative (USTR) issued its annual report, known as ‘Special 301’. The report presents a review of the global status of intellectual property rights (IPR) protection and enforcement. The USTR is asked to report and comment on the adequacy and effectiveness of IPR protection within the U.S. trading partners. This paper analytically investigates how the USTR in the report of this year evaluated the progress of IPR protection and enforcement in Arab countries.
