Compared to many other parts of the globe, Europe has largely succeeded in promoting minority rights by reforming its legal and policy regime, both on domestic and regional basis.[1] Among others, the Framework Convention for the Protection of National Minorities (FCNM) adopted in 1995 is the most relevant standard setting instrument for the promotion and protection of minority rights against which the Council of Europe monitors national measures.
