Can anyone reasonably tell who was responsible for the international financial crisis circa 2007-2009 or similar crises in the international financial system past and present? The answer is probably no, although there is no shortage of where to lay the blame whether it be directed at financial institutions such as banks or various actors in international financial transactions. However, the more crucial question to ask, what is the nature of financial obligation in international law?
