The Consumer Protection Bill 2022: A Quantum Leap of Consumer Policy in Saudi Arabia

Abstract: The consumer protection law is about to be introduced in Saudi Arabia. This note analyses existing consumer policies to determine the main weaknesses and shortcomings and the rationale behind the need for reform. The note concludes that the Saudi legislator has benefited from relevant developments in international law after testing their compatibility with Shariah principles and not simply transplanting foreign laws in Saudi Arabia. Simultaneously, the Consumer Protection Bill (CPB 2022) creates a fair balance between the interests of consumers and economic operators’ interests. Therefore, the new policy has the potential to attract investors and entrepreneurs to invest in businesses in the KSA.
