Missed Opportunity in the Recommendations of the NATO Parliamentary Assembly’s Response to Geo-Economic Fragmentation
 
In October 2025 the Nato Parliamentary Assembly adopted the recommendations contained in the General Report focusing on Geo-Economic Fragmentation written by the Rapporteur General: Bart Kroon. Five recommendations are made in this report as follows. First, the creation of a NATO Partnership for Essential Raw Materials so as to align NATO ‘economic policies to secure access to’ essential raw materials ‘as well as enhance supply chain resilience.’ Second, the reestablishment of the NATO Economic Security Committee. Third, to nurture ‘a more institutionalised NATO-OECD policy alignment that could help to promote security and defence related standards.’ Fourth, ‘to mobilise private capital engagement in the defence sector and stimulate regionally dispersed investment to rebuild Allied industrial capacity. Fifth, to reinforce export control mechanisms to control ‘the end use of military and dual-use equipment they export.
