Assessing Policy and Infrastructure Gaps for Disability Access in Jaklingko in Maslahah Perspective

Abstract: This article examines the inclusivity of Jakarta's public transportation system, focusing on JakLingko as an integrated mobility platform that aims to improve accessibility for all citizens, including people with disabilities. Despite initiatives promoting inclusive transport, significant challenges remain in infrastructure and policy implementation. Using a qualitative approach based on interviews and document analysis, this article explores the JakLingko system’s accommodation of disabilities and evaluates its policy framework based on the Islamic principle of maṣlaḥah (public interest). The findings reveal that, although regulatory frameworks such as Law No. 8 of 2016 on Persons with Disabilities mandate inclusive public services, gaps exist between policy design and practice. Inadequate physical accessibility, poor maintenance of facilities such as ramps and elevators, and limited operational support hinder equitable mobility. From the perspective of maslahah, the exclusion of persons with disabilities is contrary to the ethical foundations of social justice and collective welfare. Therefore, inclusive transportation should not only be seen as a technical or infrastructure issue, but as a moral and governance imperative. Strengthening regulatory enforcement, improving inter-agency coordination, and implementing digital-based monitoring mechanisms will ensure continued increased accessibility to achieve sustainable urban mobility and to realise the broader public interest and social justice goals.
