The question of the functioning of the global economy cannot self-evidently be contingent on the rivalry between the US and China and its outcome. Moreover, leadership in the development of the IEO has come historically not just from nation States but indeed from thought leaders situated in different international economic related disciplines and civilisations viz., Adam Smith; David Ricardo; John Maynard Keynes; Amartya Sen; Mahbub ul Haq; Raúl Prebisch to name but a few. Indeed, the very notion in the economic sphere that the world is divided between rule makers and States that are rule takers is myopic.
